The Dibley Parish Council need a new vicar after the death of the nonagenarian, Percy Pottle. However, they're shocked by his female replacement.

The local elections are looming and David is confident of victory. His new plans include twinning Dibley with every country in Europe, except Belgium.

Geraldine decides the Sunday service needs a radical overhaul and proposes turning the chapel into a wonderful new ark, but parish council chairman David is far from impressed.
