The Dutch prime minister is faced with a major dilemma due to a heavy storm passing along Western Europe.

The coastal regions of Belgium and the Netherlands quickly flood now that the dikes are broken; the highways in the Randstad are congested because of the uncoordinated evacuation towards higher ground.

The storm passes, leaving destruction behind; costal waters rise eight feet and tens of thousands of people go missing.

Ronnie and Samir are trying to survive; Prime Minister Kreuger does not accept the plan that Verbeke presents; Marion can hardly cope with the uncertainty of her missing husband and daughter.
