An undercover FBI agent in California pursues a gang of bank robbers known as the `Ex-Presidents', who lead him to the LA surfing scene and an adrenaline junkie who lives for thrills. The cop soon finds that he is being seduced by the fast-paced lifestyle of his new mentor.
