Two bungling bureaucrats are chosen by the CIA for a top-secret mission, unaware they are only decoys to allow some real spies to seize control of a Russian missile. After undergoing a crash training course, the pair are dropped into the wilds of Pakistan, where the true nature of their mission comes to light.
