As the police launch a full-scale crackdown on organised crime, it ignites a national yakuza struggle between the Sanno of the East and Hanabishi of the West. Otomo (Kitano) wants to retire from a life of crime but, through the scheming manipulations of cop Kataoka, finds himself drawn back in as the Sanno and Hanabishi clans teeter on the brink of an all-out war.
