Sooriyanarayanan is a model student and as chairman of the student council, he sets very high standards. Mahalakshmi, a new student, falls for him. Sooriyan initiates a proposal for instituting a national 'Best Student' award and travels to Delhi to submit it to the Government. In his absence, a rowdy Vetrivel gains admission to the college and wastes no time in creating a ruckus.
