Both conventions obliged signatory countries to investigate war crimes -- and to prosecute the perpetrators. But these landmark conventions were the first casualties of the Cold War. Over the course of five decades, proxy wars among nations aligned with either superpower were plagued by atrocities, which the international community had pledged to prevent.
