Elijah Kane (Steven Seagal) and his special investigation team are on the case of a double homicide just as a dirty cop gets involved with a Russian drug lord, Nikoli Putin (Gil Bellows). And new cop, Sarah Montgomery (Sarah Lind), is added to the team.

Elijah Kane (Steven Seagal) gets pressure from Chief Graves (Adrian Hough) to put an end to a Russian drug ring, while newbie cop Sarah (Sarah Lind) proves herself on the street.

A “Black Magic” killer is on the loose, murdering dancers that eerily fit new cop Sarah Montgomery’s (Sarah Lind) description.  Kane (Steven Seagal) puts Sarah and Juliet (Meghan Ory) undercover to lure the murderer out, bringing the girls close to their own ending.

Elijah Kane’s (Steven Seagal) detectives from the East precinct look to threaten Kane’s way of doing things while a “Black Magic” copycat is afoot and the team has to track him down before he continues his killing spree.

Kane (Steven Seagal) and his SIU team race to find the distributor of a toxic “E” pill that’s raising the body count around Seattle and causes temporary SIU member Gates (Kyle Cassie) to get himself in a life or death situation.

The “E” investigation runs smoothly until Seattle P.D.’s top brass order Kane (Steven Seagal) to act as security for eccentric documentary filmmaker, Savon (Byron Mann) just as things heat up with the deadly “E” investigation.
