Shin Mi Rae works for a provincial small city, Inju. The mayor of the city plans a "Miss Sardine Contest" to build a slush fund for a congress member. At the same time, government official Jo Gook is dispatched as deputy mayor of the city.

Gook ends up in charge of the contest and 35 year-old Mi Rae must figure out how to enter the contest with an age limit of 25. Meanwhile, Mi Rae catches the governor of Mooyang Province and Gook having a secret talk during governor’s visit to the city.

Gook is perpelxed with politician BB's orders to make the Mayor of Inju resign. Mi Rae struggles to do her best in the contest training camp with the other selected finalists.

Mi Rae volunteers at an elderly person's home during the training camp and spoils her chance to enter the contest. The mayor gives her permission to reenter, qualifying her for finals once again.

Mi Rae visits Gook to ask for his help in getting the prize money back and ends up meeting his fiancée. She gets upset when he refuses to help. During that time, she overhears the suprising news of Jung Do's resignation and pries him for the reason.

Mi Rae is expelled from city hall after having an argument with the city councilor Joo Hwa. In anger, she holds a protest solely in front of the city hall. Meanwhile, Gook is astonished when he finds out that he has been under BB's surveillance.
