Twenty years after Project Elysion failed and has left Earth in ruin, a girl, Empress, wakes up in an underground research facility. With no memory of her past, Empress encounters Norito and Miya, and they head to the surface.
Empress takes Norito and Miya back to their mountain town, but they get attacked by Strength, an ex-ally. They flee from this losing battle and Empress is tasked with retrieving supplies from the remains of a nearby hospital.
After arriving at the Peacebuilding Force's garrison and finding Educational Institution vehicles, Empress and the gang discover Momiji is a target.
Empress and the others learn from Volt that they have only one month left before the space elevator is ready; the Dead Master begins to negotiate and is ambushed.
A chance encounter causes Norito to turn to Strength for help. He wants her to call Empress because Miya has been taken by Educational Institution and is being used as a prize.
Strength and Norito infiltrate the enemy aircraft carrier to rescue Miya; Empress and the others engage a squadron of surveillance vehicles.
