An ambitious reporter gets an exclusive interview with one of the FBI's most wanted men, a psychotic millionaire known as the Voyeur. When she arrives at the secret spot where she will meet him, she learns that he has devised a plan to release the serial killer known as Havoc, which begins a new sequence of brutal crimes.
