After Assistant Commissioner Agnel Wilson unsuccessfully attempts suicide, he recounts his story of the Mumbai, India, underworld, which he'd been investigating for decades. It begins with the tale of Sultan Mirza, a smuggler. Wilson attempts to take Sultan down through the gang leader's relationship with a Bollywood actress, but his attempt fails. Then a rising gangster, Shoaib Khan, overthrows Sultan -- but the power struggle is far from over.
