Michael Caffee returns to his hometown to take control of its mob activities. His return falls heavy on his politician brother, Tommy Caffee, when Irish mob boss, Freddie Cork, extorts a deal in exchange of Michael's life.

During his re-election campaign, Tommy seeks support from someone other than his wife; Michael is a part of an unlikely alliance; Tommy and Michael's infamous cousin, Colin, returns to the Providence.

While new friendships brew between Freddie and Declan, Eileen and Kath, Tommy and Dana, Rose inspires tension between her sons causing one of them to act against the other.

Tommy looks set to become Speaker when Donatello's condition worsens, and Freddie manoeuvres to get on Tommy's good side. With the Mob, the state police and the FBI after him, Michael's obsession with Colin puts everyone in jeopardy.

Unhappy being the speaker's lackey, Tommy explores the possibility of leaving politics, Rose's birthday party attracts both of her feuding sons, and Declan is offered an opportunity to investigate government corruption.

Declan connects Tommy to Nozzoli after learning more about his involvement in the Waterfront Project.
