Sheriff Jude Ellis and DHS agent Emma Ren are tasked with investigating the sudden appearance of 47 refugees who have washed up on the shores of a small fishing town.

In the year 2187, Reece finds Leah, an orphaned baby, and challenges her Apex cohorts to adopt her. In the present, Jude is trying to find a peaceful solution with the government, but is blindsided by a special forces team.

A badly injured Reece comes face to face with her pursuers. Meanwhile, Hannah tries to escape to get a glimpse of the outside world, and Emma discovers disturbing information.

In a desperate attempt to save his son from a dangerous situation, Jude makes a request that could risk the lives of everyone in the camp. Meanwhile, Hannah's secret past is exposed, and Sophie finds an anomaly in Leah's blood work.

Flashbacks reveal a troubling link between Marshall and the early migration. Meanwhile, Jude looks into a curious disappearance, and Sophie puts her life and job on the line to help Reece save her daughter.

Jude must seek help from an old colleague, and face his past in Oakland. Caleb looks for support from Marshall after noticing stronger security around the camp. Sophie deals with a setback.
