Worried about Zubak's increasing influence, Nicholas conspires with Laskin, Schiff and Singer to undermine the corporal's standing with Elena; as the cobalt deal faces hurdles, Elena invites Senator Judith Holt to discuss a potential agreement.

Elena receives cautionary advice regarding her recent land reform initiatives and notices America's waning interest after Senator Holt's visit; Elena authorises a contentious military mission, dispatching Zubak to the front lines.

When Zubak uncovers Keplinger's location, Elena works to minimise the outcome of a tragic accident; Elena and Nicholas leave the palace to meet with factory workers; Agnes faces a test of loyalty when presented with an offer from an unknown source.

Elena remains firm in her resolve not to forsake her people, despite counsel advising her to evacuate the palace; Peter proposes a solution for Agnes and her son to escape to safety but at a cost.

After the palace walls are breached, Elena must use her diplomatic skills and her duplicity to retain her position as chancellor.
