Scuffling artist-turned-drug-dealer Richardo (Octavio Gómez) is barely able to survive in San Francisco's seedy Tenderloin district. He befriends the little girl (Krista Ott) who is his neighbor and pines for her domestically abused mother (Melora Walters). Downstairs neighbor Harrison (Martin Landau) is an old man who deciphers secret meanings from phrases on "Wheel of Fortune." Ricardo hatches a plan to replace stolen drug money with Harrrison's lottery winnings, which may or may not exist.
