A local gang is destroying businesses and starting turf wars. They threaten a boy in Walker's karate class and force him to join the gang. The Rangers must save the boy and stop the turf wars.

While searching for Billy Clancy, an escaped parolee that he helped before, Walker learns that Billy's parole officer Dave Kilmer has been forcing Billy to commit crimes. To protect himself, Kilmer abducts Billy's wife Frances and son Billy Jr. and Walker must rescue them before Billy is killed by the corrupt Kilmer.

Walker investigates the claim of a woman whose baby has been kidnapped, that the baby has been seen in the possession of a politician. The investigation leads to a baby broker agency who has been stealing babies and conducting illegal adoptions for profit.

Walker and Trivette fight to stop a vengeful brotherhood of police officers out to correct the inefficiencies of the justice system.

The residents of a halfway house for paroled convicts force the husband of one of Walker's close friends to join them in their next heist.
