A year after the events of "The Silence of the Lambs" film, Special Agent Clarice Starling is pulled from the Behavioral Science lab to investigate a series of brutal murders, joining an elite FBI unit newly formed by Attorney General Ruth Martin. The Buffalo Bill investigation left Clarice with a host of traumatic memories, and has earned her celebrity status at the Bureau. Haunted by her past, Clarice works to profile the killings and prove herself to her fellow agents.

Clarice (Rebecca Breeds) and the ViCAP team travel to Bailyton, Tennessee, where an armed militia group has shot a federal agent, leading to a tense standoff. For Clarice, returning to Appalachia means facing painful childhood memories. Still under pressure with a chorus of skeptical voices from her colleagues, Clarice is determined to prevent the next Waco. She must outwit the conniving leader of the militia while battling her own inner demons.
