As District 21 struggles to come to terms with Nadia's death, they are forced to put aside their personal feelings to investigate the bombing of a local café, for which the only reliable eyewitness is a minor. Meanwhile, Voight helps Platt when her request for a memorial stone to Nadia is refused.
