Los Angeles. Police detective Barney Caine (Scott--Patton) investigates the murder of his longtime friend, Tom Neely (Robin Clarke), who had been trying to live the good life by dealing drugs to a well-heeled clientele. But as Caine's investigation leads to a string of murders, he realizes that the stakes are much higher than the death of his friend. And when he discovers that Neely had been the officer in charge of transporting a Nazi formula for synthetic fuel, Caine knows he stands alone against a global network of oil companies that will do anything to keep the secret of The Formula.
