New York police officer Max McLoughlin travels to Berlin in 1946 to establish a new police force in the wake of the war, and hopes to find his brother who is presumed dead.

Moritz finds important documents in Oberlander's house; Claire assists Max in his investigation; Claire realizes that her husband is cooperating with the Nazis; Max and Moritz argue about what should happen to Franklin.

The investigation in Berlin continues when Max and Elsie's troop find Karin again and pursue a controversial line of questioning.

Elsie and Max make a breakthrough in the case, but Karin and the Angel Maker stay a step ahead; Elsie takes a risky step to protect Leopold.
