Detectives Tokita and Shiina of the Tokyo Metropolitan Police Department, who are often considered burdens, team up after a long time for the crucial task of arresting Yakuza boss Orihara.

Tokita and Shiina try to track Orihara down but lose sight of him; Yakuza boss's Orihara escapes from the police and tries to hide at his retired senior brother Jin's house with a thug, Ren.

Tokita and Shiina, who have had Fuyuka taken away by someone, search for her while evading the police; Tokita surprises Shiina with an unexpected reaction, far from being shocked about Fuyuka being kidnapped.

Due to Shiina accidentally shooting an undercover investigator, the commander of the Narcotics Control Department, the Ministry of Health, Labour and Welfare is furious.

Tokita is contacted by the Yakuza, who say they will overlook his mistake if he catches Orihara and seizes the drugs.
