Phillip and Elizabeth Jennings seem like any other American married couple, but they are actually highly trained Soviet spies, who must kidnap a high-ranking defector and return him to Russia.

Reese works the computer while Finch does the legwork with their latest target, a building superintendant who keeps too close an eye on his tenants. Meanwhile, Detective Carter may finally get a glimpse into one of their cases, so she can decide whether she wants to join the team.

An overworked Diane delegates one of her responsibilities - a seat on a blue ribbon panel investigating alleged police misconduct - to Alicia. The case involves a police officer who shot and killed a man on a subway platform. Alicia begins to suspect that the other members of the panel are unwilling to get to the bottom of what actually happened. She then must tackle some of the most influential judges and politicians.

Reese discovers how the machine provides social security numbers but is frustrated when it fails to help him track down Root and Finch. Meanwhile, he is tasked with protecting the latest person of interest - an accountant who has stolen eight million dollars in cash from the corporate arm of the Aryan Nation. Root informs Finch why she has kidnapped him and reveals how far she is prepared to go to get what she wants.

Root questions Weeks, one of the few men who knows of the Machine's existence, about where it is, and kills him afterwards. Meanwhile, Reese and Carter go to Texas to investigate the girl who disappeared a few years ago.

Elizabeth's lover helps her and Phillip find the widow and baby of a dead agent to get them away from the FBI and back to the Soviet Union and Gabriel's replacement arrives with some important information.
