David Tom

Charles David Tom is an American actor. He is best known for playing the roles of Billy Abbott on The Young and the Restless (1999 to 2002, 2014) and Paul Cramer on One Life to Live (2004). He won a Daytime Emmy Award for Outstanding Younger Actor in 2000 for his work on The Young and the Restless.
