Picard, Worf and Dr Crusher are sent on a secret mission to destroy a Cardassian weapons factory, leaving the Enterprise in the hands of the rigorous Captain Jellico.

Now in the hands of the Cardassians, Picard is tortured by the ruthless Gul Madred, who attempts to learn what strategy the Federation would use if the Cardassians attacked. Back aboard the Enterprise, Captain Jellico and his crew try to avert a war and free Picard.
