The detective and sidekick Annie Cabbot investigate a murder on a canal boat destroyed in a fire and evidence quickly points to the victim being involved in an art forgery scam. But with a second body discovered, confusion mounts as to who was the intended victim.

When Tom McMahon becomes the third victim of a spate of suspicious fires, Banks realizes he is now on the trail of a serial killer. A new discovery about the methods used by the murderer casts doubt on the alibis of all his suspects and the detective is determined to get to the truth.

As Banks pushes all the suspects hard, the case threatens to undermine his integrity as an officer.
