A low-level Ukrainian diplomat arrives at the White House--drunk--and refuses to leave without meeting Bartlet. Because the U.S. can only officially deal with the Ukrainian president, Bartlet "accidentally" encounters Konanov in a conference room and briefly discusses the man's concerns. C.J. is disappointed when Danny rejects an opportunity to work outside of the pressroom, which would have allowed them to date without the appearance of impropriety.
