His first assignment is a loan request of 3 million yen from Kenichi Takahashi (Hidetoshi Kawaya), who runs a construction company. Believing that government employees like Takahashi's daughter Masako (Saori) would be easier to collect money from due to retirement benefits, Kanabatake decides to approve the loan. Haibara and Kuwata promptly head to Takahashi's place and convince him to make his daughter a joint guarantor using persuasive language.
