Inspector Zenigata encounters a terrorist attack, and is surprised to see the culprit’s face is that of Lupin III. Zenigata then discovers another “Lupin” at the station. The State Security General declares Lupin as the perpetrator behind terrorist attack, but Zenigata is not convinced.
