Prosecutor Noh Jin-pyeong is ordered to take down a villainous business leader who controls the city of Seowon, but the team that he forms is made up of men who may not be so clean themselves. While investigating the case, the team finds an unexpected link between Jo Yeong-guk -- the ultimate target -- and Seowon's mayor.
