A couple that runs a market is gunned down, a tribe of transient fishermen is massacred, an influx of heroin, a crooked murderous cop is on the loose. Why? Because the Russian mafia is muscling in and Kane has to get tough.

Steven Seagal, as Elijah Kane, thwarts the Japanese Yakuza from muscling in on local drugs and arms trafficking. Kane must also deal with a distressed man who takes a bank hostage.

[Season Finale] The old spy game catches up with Kane, Juliette almost gets it from a rapist on the loose, a school principal may be a pedophile, and models are butchered since diamonds are a girl's best friend. But Kane cracks a few skulls and it's all good in the end.
