SPEC: Birth

The Unidentified Crimes Unit, known by its nickname, Mishou, has been established to help solve unsolved cases. It is led by Kotaru Nonomura, a man said to be as elusive as a fox. Two new detectives are transferred to Mishou. One detective is Saya Toma, an eccentric woman with an IQ of 201. The other is Takeru Sebumi, a go-getter who had made his way to section commander before a certain incident resulted in his descent to Mishou. One day, Justice Party MP Haruki Gokitani comes to Mishou for advice. A fortune teller has predicted that Gokitani will be killed at the Gokitani Group's fifteenth anniversary party, telling him to pay up 200 million yen to avoid his death. The security forces will not help, so it is down to the members at Mishou to become Gokitani's bodyguards.

Takeru Sebumi injures his left arm while working a case with his partner Saya Toma. He states how it happened at the official hearing, but they do not believe a word he says. Toma, on the other hand, has not even turned up to the hearing. Soon after, a priest shows up at Mishou. The priest is a volunteer at a prison and listens to the stories of convicts on death row. Apparently, there is a convict named Kojiro Katsura who claims to have the power of God. Toma is greatly interested in the priest's account, and it prompts her to re-open a ten-year-old investigation that was never solved. Katsura issues a challenge to the detectives, telling them that he will punish the culprit himself if they cannot solve the case within twenty-four hours. Can Toma and Sebumi catch the true culprit in time?

One night, Sebumi hears from Unno that there may be a doctor who can cure Shimura, who is in a vegetative state. That doctor is said to have the Hand of God, an ability that regenerates cells. Afterward, Toma and Sebumi are ordered on a stakeout at a gas station, where they see part-time worker Muto suddenly start spraying gasoline on a motorbike. Toma comes running, but Muto sprays her too and tries to light everyone on fire. Sebumi restrains Muto just in time to avoid a catastrophe. During questioning, Muto suddenly begins speaking in a Kyoto dialect as if he were possessed. The voice claims that Muto is innocent, and that the incident at the gas station was a prank on him. The police do not believe this at all, but then the voice proves itself by possessing somebody else.

One day, a woman named Hisako Furuto is brought to Mishou. She is the leader of a group for those who have family that have committed suicide. Hisako claims to have recently received a message from her daughter, who killed herself one year ago. According to Hisako, her daughter Michika was part of a suicide club named Perfect Suicide. On October 30 last year, Michika said she would kill herself and ran away from home. Three days later, her will and belongings were found, but the body was never was. The suicide club has a rule to never leave a body behind in this world. Hisako was never convinced of her daughter's death, and after receiving the message, believes her daughter is alive and in need of help. The message from the dead excites Toma, and she begins looking into the suicide club.

Toma and Sebumi are in a scuffle with a criminal who possesses the power of telekinesis when somebody shows up at Mishou and attacks the duo. After the ordeal, Toma realizes that they could be killed if they are not more careful. One night, Sebumi meets up with ex-detective Satonaka, his senior from his days before Mishou. Satonaka, who is now married and has a daughter, recommends a regular life away from police work, but Sebumi tells him that he still has unfinished business. The next morning, Deputy Manager Akimoto from the Public Safety Bureau arrives at Mishou. He tells the team that they have had five detectives pass away in the past month, all of them excellent undercover agents. Autopsies show disease as their cause of death, but what if it was something more than that?

Sebumi's mentor Satonaka has been shot and killed. Satonaka was still an undercover agent for the Public Safety Bureau, and so his wife Sayuri is told that he died in a fire whilst on a business trip to South Africa. On the day of Satonaka’s memorial service, Sayuri tells Toma and Sebumi that she thinks there is more to her husband's death. She tells them how she found his bookshelf and belongings reorganized the day before his business trip. Sebumi insists that his death was an accident, but Sayuri's words hang on Toma's mind, and Toma decides to search Satonaka's room. Upon doing so, she realizes that some kind of organization has attempted to hide whatever message Satonaka tried to leave. However, before long, the two detectives discover the shocking message.
