The Watcher

Joel Campbell is a burnt-out FBI agent whose attempts to catch a serial killer terrifying Los Angeles end in failure. Moving to Chicago, he seeks psychiatric help from Dr Polly Beilman, but then finds his past has come back to haunt him. The killer has tired of life in the sun and followed him to the Windy City and taunts Campbell by sending him photographs of his next victim.
