In 1878 in San Francisco, recently arrived immigrant Ah Sahm meets the Hop Wei; Chinatown's most brutal tong. Then, when white thugs murder two Chinese labourers, police sergeant "Big Hill" O'Hara puts together a Chinatown squad.

Young Jun decides to send a message to Long Zii, after coming across a shipment of opium at the docks. Meanwhile, Big Bill and Lee look into a brutal murder scene in an alleyway next to an Irish bar.

Leary tries to persuade Penny's father, industrialist Byron Mercer, to employ his men to complete a cable-car track. Meanwhile, Ah Sahm is rejected by the Hop Wei and Buckley encourages Mai Ling to start a war.

Big Bill's gambling problem gets him into trouble, but a raid on an opium den offers up a solution to the problem. Meanwhile, Mai Ling shows Ah Sahm a way to avoid the long and gruelling war.

Ah Sahm and Young Jun transport precious cargo through the Sierra Nevada, and are forced to spend the night with three strangers.

After an assassination attempt during a Chinatown parade, the Hop Wei and Long Zii are on edge. Big Bill tries to pay his debt to Jack Damon.
