Abhilash begins to prepare for his final IAS attempt. As DM, he faces his old rival Pawan, now DM Sambhal, who is competing for the Education Town project. Meanwhile, both families begin to pressure him and Deepa to get married.

Both Abhilash and Pawan in their own capacity help the Hindi-medium aspirants in Mukherjee Nagar with English, syllabus and strategy which in turn furthers the rivalry between the two; DM Abhilash faces a setback in the process of acquiring the land for the Education Town project while DM Pawan takes the lead as the contender for the project.

Aspirants in Mukherjee Nagar contemplate over the possible cut-off for the prelims exam; IPS Deepa Nabam is hospitalised following a police encounter; ALC Sandeep Ohlan tries to strike a deal with Abhilash.

Abhilash and Pawan's rivalry reaches its boiling point on the day of the final exams. As DM, Abhilash does not abandon the Education Town project in Rampur, DM Pawan criticises the system, and Abhilash takes extreme action.
