A young investigator, Captain Yuri Zelenov, becomes witness to a businessman's, Letyagin, murder. Due to the confusion, Zelenov is suspected of the murder and is called for questioning. Someone tries to drown Sasha, Zelenov's girlfriend, Zelenov later learning that deputy Mitin was behind it. Antonov is set free from prison, but is immediately kidnapped.

Zelenov is temporarily appointed as the head of the District Department of Internal Affairs. His girlfriend Sasha is taken under State protection. Alik thinks Zelenov let Antonov escape. It turns up that Antonov tried to get rid of his partners to own land for business. Antonov set it up, getting into prison as a hideout. Paul, Zhuzhukalo, Misha Shevchuk and Zelenov head to get Antonov.

Zelenov's girlfriend comes back home. Zelenov and Misha Shevchuk arrest highway patrol officers, but are caught in a car race; leading to an explosion. Mityai offers Zelenov his help, introducing a criminal with the nickname 5 Kopecks. Mityai gives Zelenov another contact, lieutenant Losenok. Alik is called to identify who drove the wrecked car.

Alik works to figure out who the highway smugglers are. Zelenov learns that Losenok is mixed up with the smuggling scheme. Zhuzhukalo falls for a lawyer. Alik realizes that the explosion was planned. Alik is called to visit general Olenev and is informed that there was an Irkutsk trace found, and that a huge number of explosives had been vanished 4 years ago in Irkutsk.

Romka, a nephew of Zhuzhukalo, catches a cell phone thief in school. The thief's father makes a report to the police on Romka. The IAD finds Grinberg and suspects him in criminal affairs. The new head of Mityai's security, Sergo, informs them that they';ve been wiretapped. The ISD receives a lead on major-general Rudzutak who came from Irkutsk to Moscow 2 years ago.

Zelenov notices he is being followed. Alik is thinking over major general Rudzutak's story. When the ISD discusses the plan to stop Rudzutak, Zelenov is asked to meet him. Rudzutak gives Zelenov a task to get Mityai in jail, and offers Zelenov to be a major if he succeeds. Zelenov warns Mityai about this with hope that Mityai would share information about Rudzutak.
