A commercial aircraft flying from New York to Tokyo crashes mysteriously. Genba Shido, captain of CTU Section 1 Team A, believes it must be connected to the plot to assassinate Urara Asakura, a candidate who has the chance of being Japan’s first ever female prime minister. He orders Chief Code Breaker Takumi Nanjyo to look up the background of everyone aboard the airplane but Nanjyo is suspicious about Genba and reluctant to follow orders. Meanwhile, a mysterious woman, Nanami Hikawa, has bombed the plane and parachuted safely to the ground to meet up with someone. They talk about the ID card that she stole from Tsunehiko Minagawa, a photographer, on the aircraft on his way to a photo shoot with Urara. Concurrently, CTU Tokyo District Manager Heisuke Satonaka meets up with CTU Section 3 agent Toru Mikami, who is handling top secret investigations. Mikami hands him a key card with the owner ID deleted. Much to Satonaka’s shock, Mikami says a significant amount of data concerning Urara had been recorded on it by an unidentified mole but just then, somebody starts shooting at Satonaka and Mikami. Genba rushes to the site upon receiving a call from Satonaka but the situation is desperate. Around the same time, Urara disappears from her hotel. With his own daughter still missing, Genba is at the mercy of some unknown force both at work and home. Before long, unbelievable information corners him even further.

“Mom, I love you.” Rikka Shido just can’t shake off her worries after hearing these words from her daughter Miyu, who snuck out at night to hang out with her friend, Suzu Hakozaki. It’s just not something a rebellious daughter would say. Meanwhile, Kenya Hasebe and Go Samejima, Miyu’s kidnappers, are moving along with their plans to hand Miyu over to the mysterious Tamizo Kanbayashi, who is connected to terrorist, Nanami Hikawa, the one responsible for blowing up the commercial airplane headed to Tokyo. After facing the unbelievable reality that she and Suzu had been kidnapped, Miyu makes the bold decision to run away together with Suzu. As Kenya and Go close in on them, Miyu and Suzu run for their lives. However, this attempt at freedom brings on a second tragedy. On the other hand, Counter Terrorist Unit Section 1 Team A Captain Genba Shido is on a top-secret mission to prevent the assassination of Urara Asakura, who could become Japan’s first female prime minister. He is devastated to find out that the terminal that was used to enter confidential information about Urara onto the mole’s key card belonged to his trusty subordinate, Team A Chief Itsuki Mizuishi. With the help of Team A codebreaker Sumire Akechi, he investigates once again to see if it was indeed Itsuki who entered the information but then, Team A Chief Codebreaker Takumi Nanjyo, who is also Itsuki’s boyfriend, does the unexpected. Around the same time, Urara sneaks out of the hotel she is staying at to meet up with Joshu, the mysterious informant. She asks him to hush newscaster Madoka Yamashiro, who holds information that could ruin Urara.

The person who stole top-secret information about Urara Asakura, the candidate who might become Japan’s first female prime minister and input it into a Counter Terrorist Unit key card to take outside was not CTU Section 1 Team A Chief Itsuki Mizuishi. After proving her innocence, Itsuki learns for the first time from Genba about the plot to assassinate Urara and the mole inside CTU. She and Team A Codebreaker, Sumire Akechi, get right on decrypting the data in the key card,when they find a certain address that seems to have no relation with Urara. Just then, Section 1 Branch Manager Genji Onitsuka locks down the office. He’s running an internal investigation upon request from Team A Chief Codebreaker Takumi Nanjyo to have Genba dismissed from his post. However, Genba’s quick wits allow him to escape and he heads to the address found in the key card. On the other hand, Urara is also notified by her husband, Yohei Asakura, about the assassination plot. However, she’s is too preoccupied about newscaster Madoka Yamashiro, who is about to go public with dubious information that her son, Yuta Asakura, has committed murder in the past. Yohei, oblivious of his son’s scandal, starts to grow suspicious of his wife’s behavior. Around the same time, Genba’s daughter, Miyu Shido, is once again caught by her kidnappers, Kenya Hasebe and Go Samejima. She is then taken to the mysterious Tamizo Kanbayashi.

While Rikka Shido and Yogo Hakozaki search for their kidnapped daughters, they learn that a young woman has been run over by a car and they rush to the hospital where they find Hakozaki’s daughter, Suzu, in critical condition. Will Suzu be saved? And where is Rikka’s daughter, Miyu Shido, who had been with Suzu? Rikka cannot handle the pressure and she starts to panic. After speaking to Rikka, Counter Terrorist Unit Section 1 Team A Captain Genba Shido tells her he’ll search for Miyu using a different channel and heads to the interrogation room of the police department. In the interrogation room is Eifuku Chingen, who killed a police officer right in front of Genba’s eyes. There is a good chance that he is involved in the plot to assassinate Urara Asakura, the candidate who could become Japan’s first female prime minister. What’s more, Chingen knows that Miyu has been kidnapped. Genba tries to interrogate him to find out the mastermind behind the assassination plot and his daughter’s whereabouts. However, CTU Branch Manager Genji Onitsuka stands in Genba’s way. Meanwhile, Urara is tormented after learning that her son, Yuta Asakura, murdered the boy who raped her daughter, Hina Asakura. Newscaster Madoka Yamashiro says that soon she’ll be reporting on this shocking news. If this goes public, Hina would be devastated. Urara starts to wonder if she should tell Hina before the news is announced. Eventually, Urara comes up with a bold decision to get out of this pinch. Around the same time, Miyu is brought over to the mysterious Tamizo Kanbayashi. Then, Genba breaks all rules and does the unthinkable and he gets a clue about Miyu’s whereabouts.

For Urara Asakura, Japan’s first female prime minister candidate, a breakfast meeting with people of her Minsei Party draws near but she is interrupted by underground informant Joshu, who brings shocking news. He says he had covered up evidence that her son, Yuta, had committed murder in the past. Not only that, Joshu said it was Yuta himself who asked him to do it. Urara is devastated about this cover-up that was carried out behind her back and she tells Joshu that she wishes to sever ties with him. However, Joshu has some unsettling words for her. On the other hand, Counter Terrorist Unit Section 1 Team A Captain Genba Shido is convinced that the kidnapping of his daughter, Miyu and the plot to assassinate Urara are linked. He senses that Suzu Hakozaki, Miyu’s friend who was also kidnapped and is in critical condition after a car accident, is also in danger and he rushes to the hospital. He confides in his wife, Rikka and declares that he will save Miyu no matter the cost but then, Genba suddenly receives a call from Tamizo Kanbayashi, the mysterious man who is thought to have a hand in the assassination plot. The call from an unknown man makes Genba tense. Kanbayashi tells Genba to follow his orders if he wishes to see his daughter again. Genba has no choice but to abide as Kanbayashi mercilessly uses his daughter’s life as a bargaining chip. Just then, CTU discovers the identity of the unidentified body, which Kanbayashi had ordered his henchman Eifuku Chingen to dispose of. The truth is hardly believable but hints at a new danger that is closing in on Genba and his family.
