C. J. Woodfield, a powerful, notorious racist, arranges for the prison escape of an ex-cop named Leo Moon whose criminal activities on the force were exposed by Captain Dobey. With Moon as the "hit man," Woodfield figures to stay in the clear, but Starsky and Hutch get on the case and infiltrate Woodfield's organization.
