Hit man Woody Lane is captured by Detectives Styles and Royster after killing a crime rival for Lou Gerard, owner of the Club Flora. Caught with the weapon in his hand, Woody still gets off. His lawyer proves that the gun could not possibly have fired the murder bullets, even though Sgt. Bingham's ballistics tests had proved otherwise. With Lane freed and Styles, Royster and Gingham suspended, Pepper Anderson and Bill Crowley are ordered to investigate - to "shoefly", the trio. Pepper thinks that the gun could have been tampered with, and Crowley learns that Police Lt. Hess had had the time to do the tampering. He had also been in a parking lot brawl with the club's singer, Sonny Boyer. Pepper and Crowley find the body of a newborn baby buried near Hess's country cabin. Confronting the officer, Pepper discovers the stillborn baby was his daughter Donna's, fathered by Sonny, who then deserted her. After the parking lot brawl, Gerard had blackmailed Hess into tampering with the gun.
