It is rookie school time at the Baywatch beach and there is fierce competition between the lifeguards to win. Meanwhile, Stephanie and C.J. move into new apartments but things quickly become complicated for both.

Mitch has an encounter with a mysterious woman that starts to show up on the beach as well and leads to a race between Mitch and one of the woman's suitors. Meanwhile, the rivalry between Mitch and Stephanie heats up.

The lifeguards, along with a friend of Mitch's, are invited to go on a cruise. However, there are dangerous people among the passengers who quickly cause danger for Stephanie and the others.

An actress Mitch rescues from drowning runs afoul of two persistent crooks and it's up Mitch to save her from dire consequences. Guido's mother comes to the Baywatch area and he wants her to believe he is a lifeguard with C. J. and Summer's help.

Mitch and Stephanie struggle to stay alive in the water as they wait to be rescued. Back on the cruise boat, the situation quickly becomes a matter of a crisis for C.J. and the others.
