Harm, Mac, and Bud investigate when a Japanese man accuses an American naval officer of raping his daughter. The Japanese conduct a trial, which goes poorly until a reluctant witness steps forward.

A Navy frigate fires two warning shots at an approaching vessel but the second shot makes contact with the ship, causing it to sink. Harm and Mac investigate after they learn that the vessel was piloted by the son of a South American diplomat and may have been smuggling drugs.
