In the pursuit of an SVU rape suspect, detectives from another precinct shoot and kill an unarmed black man. As racial tensions rise in the city, Barba (Raúl Esparza) is tasked to indict three officers who claim they had no choice but to follow police procedure.

Sixteen year-old Avery Capshaw's (guest star Fiona Robert) parents report her kidnapped, and the SVU finds signs of a party turned violent. Her boyfriend, Manny Montero (Juan Castano), is a scholarship student from the Projects, and though his family swears he's on the right track, Amaro (Danny Pino) suspects he's involved with a dangerous gang. When Manny refuses to talk, the cops are forced to arrest him, but the violence only escalates. Meanwhile, Benson (Mariska Hargitay) is sworn in as the SVU's new sergeant.

Danny is conflicted when he learns that a group of highly trained Army veterans are responsible for a robbery. Meanwhile, after a bomb scare in a subway turns out to be the work of a famous street artist, Garrett and Gormley argue about how to deal with the fallout.

As Will defends a man accused of murder, Alicia attempts to influence the outcome of his case by aiding the prosecutor in a nearby county who is trying another man for the same crime. Meanwhile, Eli feels heat from the Justice Department, and Nick's actions force Kalinda's hand. Hamish Linklater guest stars as Department Official David LaGuardia.

Hours turn into days, and with no word from Detective Benson, the SVU squad takes drastic measures to find her and her abductor. A trail of murders and rape victims leads them to fear it may be too late. Pt. 2 of 2.
