Pepper Anderson, working undercover as a waitress in a truck stop café, is forced to intervene in the quarrels of Shawn and Hilary Barbour, neighbours in her building. Shawn is a paranoid artist, while Hilary is a cool psychology student who tells Pepper and Crowley that she thinks Shawn will someday kill her. Pepper, under suspicion at the café, finds herself increasingly involved with Hilary after Shawn walks out on her. Shawn surprises Pepper at the café and reveals her identity as a police officer. This forces the waiting police into premature action and results in a shootout. The problem now is Shawn and Hilary. Crowley and Pepper search for Shawn and wait for him at a table tennis club with Hilary. Pepper is also curious as to how Shawn came to show up at the café and does some investigating. She learns Hilary had been telling Shawn that Pepper wanted the police to kill him. Pepper risks her life to disarm Shawn who is now completely paranoid.
