While investigating the "traffic" death of his old Army commander, Rockford uncovers an arms smuggling ring. Colonel Bowie supposedly died when his jeep overturned and his daughter, Shana Bowie, hired Rockford to investigate. The late Colonel had coincidentally called Rockford for help just before the mishap, and Rockford's phone number in Bowie's pocket made Rockford suspect. Provost Marshal Hopkins, without concrete evidence, finally accepts Rockford's theories on Bowie's death. Rockford further reveals that Bowie's top sergeant, Slate, is involved somehow with the local mortician, Quentin Davis.
