Three thugs hold up a convenience store and injure the cashier before a local homeless man fights back, killing all three criminals. The police track the man to a church where Bud is praying. Bud manages to talk to the man and discovers that he isn't a crazed maniac but rather a homeless veteran and Navy SEAL.

A band of rogue "patriots" hijack the authentic Declaration of Independence. Major Sarah MacKenzie and Lt. JG Bud Roberts join the JAG team and investigate the theft along with Harm.
