In his continuing quest for a cure to the strange malady which turns him into a monstrous creature whenever he gets angry, research scientist David Bruce Banner finds himself in trouble in Philadelphia. In the City of Brotherly Love, Banner is rescued from a pair of muggers by a down-and-out prizefighter. Banner is concerned when he discovers that his new-found friend is mixed up in a shady dope operation that could spell his death. The Rocky-like contender has his heart set on a championship but it takes the Hulk to show him that he is not a contender.

Colt joins a Mediterranean cruise to capture fortune hunter, Sally Randolph. Complicating matters, Sally has had plastic surgery and her old partner in crime, Ted Harmon, who with Sally’s help stole six million in securities, also is looking for her, to kill her, since she can identify him.

David Banner thinks he is rescuing a child harassed by some toughs and is robbed of his wallet as a result. The child turns out to be a dwarf wrestler who takes the penniless Banner in with the promise of using his influence to help him get a job. Instead, his fantasies compel him to tell his friends that Banner ripped off the mob. And the mob wants revenge.
