Don and the FBI uncover a possible terrorist attack on Los Angeles that targets the city's water supply. With Charlie’s help, the "terror cell" structure of the plotters' organization leads to a twist: the attack isn't a terrorist attack, but rather a greed-motivated plot for ransom formulated by a former terrorism expert.
