Alex and C.D. are bringing home a group of children who participated in "Kids in Government Day," when they are taken hostage by kidnappers who bury their bus deep in mud, and Walker must rescue them before an oncoming cyclone hits.

Walker becomes a substitute teacher at a school over run by gang violence in order to investigate the murder of a teacher who stood up to a gang member.
