In a pub in Cornwall, the Saint meets three men, each of whom owns a third of a map that allegedly shows the whereabouts of sunken treasure in the West Indies. He joins their party to discover whether the treasure is a myth or a reality. On arriving at the supposed location of the treasure he quickly comes to see that there is - literally - a deadly rivalry among the group members.

Neither Inspector Teal nor the Saint are impressed by Peter Corrio, a smug private detective who boasts to them that his security system for the fabulous Oppenheim emerald is fool-proof. They are suspicious that he has managed to solve so many jewel thefts that have evaded the police.

In the Australian outback the Saint tricks two greedy and quarrelsome brothers into repaying their old father money that they have long owed him when he tempts them with the offer of shares in a silver mine.

The North African country of El Hammi is close to revolution and can only be restored with the return of the Bey, a young man currently enjoying life in Rome, who is reluctant to return to his strife ridden homeland. Craig, Sharron and Richard abduct him and try to force him to return home but there are people making money from the turmoil who would prefer him dead.
