When Penguin lures Two-Face to Scarecrow’s fear gas plant, everything goes to hell. Robin infiltrates Two-Face’s inner circle and replaces his lucky coin. Vicki Vale and Catwoman team up to take down the Mayor together. And the Joker breaks his silence.

As Gotham braces for the upcoming Valentine’s Day attack, a drugged-up flash mob channels Joker-mania. Meanwhile, Riddler has writer’s block. Penguin pushes Two-Face too far. And Batman confronts Catwoman about her plans for Mayor Hill.

The Riddler gets his groove back, and The Joker interrupts Bruce’s night at the opera. Bruce and Dick go to the Museum’s big unveiling, where Penguin intends to settle an old grudge.
